Ocean Specialists, Inc. is seeking a Submarine Network Project Manager to support development and delivery of international fiber optic cable systems. Qualified individuals will play a vital role in the establishment of cable systems serving existing and new markets. Previous experience as an Assistant Project Manager or Project Manager with a submarine cable system owner or supplier is essential.

Job Functions

  • Support development of international submarine fiber cable systems from inception to operations
  • Draft project implementation budgets and schedules for submarine fiber cable system planning
  • Generate RFQ packages, conduct RFQ processes, evaluate and adjudicate supplier proposals
  • Provide project management input to purchaser’s project management teams on a regular basis
  • Perform quality assurance on project management operations
  • Oversee planning, installation and maintenance of submarine networks
  • Represent Purchaser at project meetings with partners, lenders, suppliers, including defined project meetings such as Contract Coordination Meetings, Purchaser Group meetings and Executive Committee Meetings
  • Develop resource, budget and scheduling plans for project implementation
  • Train and mentor Purchaser’s project management teams in the planning, installation, and operation of submarine cable systems


  • Base office vacancies in the USA or APAC region with other locations considered
  • Must be available to travel internationally on a frequent basis for durations of one to four weeks

Required Qualifications

  • Bachelor of Science in relevant engineering field or merchant marine qualification
  • Three years experience in submarine cable network project management
  • Five years experience in related marine operations, cable manufacture or network engineering
  • Project Risk Assessment
  • Excellent written and verbal communications skills in the English language

Other Desirable Qualifications

  • Optical Transmission knowledge
  • APM or PMI qualification
  • MS Project knowledge
  • Contract and commercial experience
  • Quality Systems experience, including familiarity with ISO-9000 practices and procedures
  • Conversational proficiency in French, Spanish, Portuguese, Chinese or Japanese as a second language
